Call to Order
The meeting was called to order by Gregg Elder at 4:04 p.m.
Adoption of Agenda
A motion was made by jeff and seconded by molly to approve the agenda as written. The motion passed unanimously.
Approval of Minutes
A motion was made by kelly and seconded by jeff to approve the minutes from the September 24, 2014 meeting as written. The motion passed unanimously.
Consultant Report
aanya provided the report for the trustees review. apologized and explained reason for the delay in getting info to the group. one scenario cause full underrighting due to financila impacts
reviewed page 1 current benefits. policy is an interpretation of what is actually occurring. current practice. summarized a lot happening behind the scenes.
page 2 reviewed options. option 3 is not available metlife will not authorize. summarized the two available options. alternate 1 and alternatie 2. talked about they came to the scenarios. reviewed impacts.
page 3 reviewed 27500 decrease. reminded voluntary so would be employee costs. reviewed metlifes requirements. intent to have ap klan design that would appeal to all. plan offering. molly asked if most are classified 65% of enrollees are. other issue is classified are sole bread winner and are willing to pay extra. banks are depleting. enrolling in std to give safety net. fluxuation of 10% is incrase or decrease right to rerate. aanya has never seen a plan that they have rerate. especially new business. they want to be our partner. talking about how they determined . no concerns from metlife re enrollment. molly talked about previous provider that dropped us before below 10% and issues with that. way it has been calculated is very favorable to the employee. might expect to see decrease if it is not as favorable. current practice is very favorable and the tw2o alternatives will not be as much. incentivize to return. the group discussed.
all std is 14 days before std kicks in. bev has list of other names of school distircts but not their carriers but their carriers may not know. to processes that are happening with the district policy and the trust. two distinct pieces of info. voluntary product and emplooyee can choose. group discussed current practice and how ti works. rember stanndard and met life dont administrater the beneift the district has been. talked about ppossible increases paid by trust for long term beneifts.
want a return to work incentive. asked about pr and hr persectives recommendatio is nubmer 2. talked at length. ex;oaned reasions why. alter 1 employees have to use all and iwhen come back will have nothing. group discussed and provided feedback. changges in policy for dist. talked about alternative 2. talked about changing district procedure. not an issue. think about how that plays out.
ccontinued discussion with similar plan design as unum. and concerns about it happeniing again. standard picked them up. worry about participation levels and then being bakc here in 3 years if go with metlife. industry standard is 10%. dont know whatassurances they could provdie. encourage participation in this voluntary beneift. this will be for 3 years and can revisit. metlife is going to be wanting to help pusch the eemployees as a beneift. talked about why you wouldnt want. the beneift that they havee always goteen is the 66 and 2 /3 employees wouldnt understand that and confussion. district has made it cumbersome by lengthening out their beneift the way they ahve.
rremember the reason why employees would by the std. be very conscious of the fact tath atwe may dip below 190 and peopole perceive the benefit. may have problem findinng someone to carry in future if gets dropped. most employers would offer but at wwhat cost. demographic will change with move from wea. having a better picture will bbe prpeared in 3 years. will know so much more to tie together. reviewed what the reduuction in cost woudl be with move from wea. selling point.
ttalked about who actually knew about 100%. talked about bargainfing agreeent and altt 1 would ot be an option. so alt 2 or status quo are the options. beneift of alt 2 is eveerone has a choice. with cange in procedure. forces people to ake better choices.
lleaning toward alt 2 seems to be what peopole are thinking of. reviewed what issues miight arise. making more straightforward will be good thing but anticipate a participatioon drop. like the flexibility of alt 2 for employees. the ones that have the gap aare taking the std but the ones who have a lot are not. kelly moved that we swictch meetlie under alt 2 proposal for vol std. seconded by jeff. all approved.
