    The Board of Directors of Everett Public Schools, Snohomish County, Washington, held a regular Board meeting on Tuesday, February 27, 2007, beginning at 4:15 p.m., in the Board Room of the Educational Service Center, 4730 Colby Avenue, Everett, Washington. Those in attendance were Sue Cooper, Kristie Dutton, Karen Madsen, Ed Petersen and Roy Yates.   

     

     

      

    BOARD ACTION AND/OR BOARD DISCUSSION

    President Madsen called the regular meeting to order at 4:15 p.m. and immediately moved into executive session for further discussion of the Superintendent’s mid-year evaluation. Prior to going into executive session, it was announced the executive session would be of 20 minutes in length.

     

    President Madsen re-convened the regular meeting at 4:35 p.m.

    President Madsen called for any recommended changes to the agenda. Superintendent Whitehead indicated that there would be a revised Personnel Report. With that, Kristie Dutton moved for adoption of the revised agenda. Ed Petersen seconded the motion and the motion carried unanimously.

    Sue Cooper moved for approval of the minutes of the regular meeting of February 13, 2007. Roy Yates seconded the motion and the motion carried unanimously.

    SUPERINTENDENT’S COMMENTS

    Dr. Whitehead reminded the Board that tonight is the middle school art show and awards ceremony. It will begin at 6 p.m. in the foyer and in Conference Rooms C1/C2 of the Educational Service Center.

     

    Planning has been taking place for next year’s Strategic Plan. Some relevant activities include the naming of elementary school #17, discussion of enrollment projections for next year, planning for shifting some staff members to meet enrollment numbers and recruitment of new staff.

         

    Director of Facilities and Planning Mike Gunn talked about the construction going on at elementary school #17. He distributed and reviewed an overhead photo of the site (E:95/07). Because of poor weather, the contractor believes they have been delayed three weeks. They are working weekends to meet the expected completion date of August 7.

     

    Dr. Whitehead reported that open houses were recently held to celebrate the remodeling completion of Eisenhower Middle and Emerson Elementary Schools. Special thanks go to Mike Gunn and his department and the staffs at both schools for their endurance and for keeping students on task amidst the renovations.

     

    Dr. Whitehead reminded the Board that Monday, March 5 will be the special Board meeting at 4:30 p.m. to hear comments from the public concerning the proposed middle school boundary adjustments. Information will be included in the Board’s Friday packet.

     

     

    Everett High School principal Catherine Matthews announced that on Wednesday, March 7 at 6:30 p.m., there will be a special showing of an “Oprah” program concerning Challenge Day activities. A ConnectED message will go out to District high school and middle school parents inviting them to the March 7 showing. Other community members will also be invited. Dr. Whitehead invited the Board. Jackson and Cascade High Schools are interested in holding Challenge Days.

     

    In the absence of Athletic Director Robert Polk (who had a prior commitment), Dr. Whitehead reported on recent WIAA activities. Recently, there was an article in The Herald highlighting the team and its coach. She is a graduate of Everett High School who came to the JHS coaching position somewhat inexperienced, but she has done an amazing job. The Jackson High School girls’ basketball team won the District 1 championship and has a very good chance of winning state. The Everett High girls’ basketball team was eliminated from the district playoffs last night. The Everett High boys’ basketball team plays tonight. Everett High wrestler Parker Burns won the individual state championship in the 215 pound weight class. He was expected to win last year as a junior, but decided to forfeit his semi-final match so that his teammate, senior Justin Boyce, could wrestle and win the championship.

    President Madsen reported that one public comment card had been submitted. She outlined the guidelines for public comment and then called on:

    Richard Mast —Has three boys who attended or are attending Everett Public Schools. His youngest son is in special education and Mr. Mast is concerned about the help from the Special Services department that the son is receiving.

    ITEMS FOR INFORMATION

    The Administration presented for first reading the recommendations for the naming of Elementary School #17, with approval to be recommended at a future Board meeting (E:96/07). The school’s principal, Brenda Fuglevand, distributed a PowerPoint presentation outlining the process for arriving at the four names that are being recommended tonight: Forest View Elementary, Pine View Elementary, Polaris Elementary and Thomas Creek Elementary. She provided a rationale for each recommendation as contained in the attachment. The committee was fairly evenly split on their favorite of the four names, but they supported each and every one of these names. Brenda introduced members of the committee who were on hand tonight: Mark Smith, teacher for the new school; Kathy Peck, office manager for the new school; and Janice Hallberg, District retiree and citizen.

       

    NAMING OF ELEMENTARY SCHOOL #17—FIRST READING

    The Administration presented information regarding the District’s Special Services Program. Executive Director for Special Services Kris McDowell distributed a PowerPoint presentation for the evening (E:97/07). She introduced Kim Durkin and Sara Woolverton, who are Directors of Special Services. Tonight’s focus was on the early childhood education aspect of special services. Board member Petersen asked about the parent involvement piece of early childhood education, to which Kris replied that it is an integral part of the program and includes parent education, video viewing, and transition meetings at age 3. To a question from Board member Cooper about identifying children for the program, Sara replied only the children who qualify can be served. There are many children who cannot be served because of the laws around kindergarten. Dr. Whitehead said the Washington Learns report talks about the gap. The District supplements special education by approximately $2 million each year.  PRESENTATION—SPECIAL SERVICES PROGRAM

    Kristie Dutton moved for approval of the revised Consent Agenda. Sue Cooper seconded the motion.

    The motion carried unanimously.

      

    CONSENT AGENDA

    The Administration recommended the Board of Directors adopt Resolution 871: Quit Claim Deed for Everett Community College (Res. 09/07). The quit claim deed will help the college establish clear title to property containing their gymnasium building and athletic field, located generally between 13th & 14th Streets and Lombard & Rockefeller Avenues in north Everett. The property was vested, or assigned, to the State Board for Community & Technical Colleges pursuant to the Community College Act passed by the Washington State Legislature in 1967. Prior to that, Everett Community College, then known as Everett Junior College, was controlled and operated by the Everett School District.

     

    Mike Gunn commented briefly. Scott Majors, who is with the State Attorney General’s office and serves as general counsel to the college, also commented.

     

    With no further discussion, Roy Yates moved to adopt the aforementioned Resolution 871. Kristie Dutton seconded the motion and the motion carried unanimously.

    BOARD COMMENTS

    Board member Cooper reported that she recently attended the WASA/WSSDA Legislative Conference in Olympia, along with Dr. Whitehead, President Madsen, Molly Ringo and Bob Collard. The mood was generally more positive than in years past. It is possible that the “simple majority” will pass, but it may be for November only. It would need to go to the voters. The meetings with legislators went well. District representatives saw five out of six legislators.

     

    President Madsen extended the Board’s thanks to all who worked on the open houses for Eisenhower and Emerson schools. They were very well attended. Board member Petersen said he enjoyed the celebration of diversity at Emerson. Dr. Whitehead noted that Emerson is the District’s most diverse school.
