      Special Board Meeting

       

      The Board of Directors of Everett School District No. 2, Snohomish County, Washington, held a special Board meeting on Monday, April 9, 2007, at 7 a.m., in the Board Room of the Everett School District Educational Service Center, 4730 Colby Avenue, Everett, Washington. Board members in attendance were Sue Cooper, Kristie Dutton, Karen Madsen and Roy Yates. Absent: Ed Petersen.

       

      The purpose of the special meeting was to hear a presentation concerning state funding. In addition, an executive session was held for discussion of possible continuing litigation. Open sessions were held to take action regarding each of the above topics and on personnel issues.

      Presentation—State Funding

      Attorney Buzz Porter shared information about the fair school funding lawsuit (Federal Way School District v. State of Washington) (E:134/07) . He also submitted a suggested resolution of support.

       

      A CTION I TEMS

      Adoption of Resolution 872: In Support of Fair and Equitable Funding for Schools

      Sue Cooper moved for adoption of Resolution 872: In Support of Fair and Equitable Funding for Schools (Res. 10/07). Roy Yates seconded the motion and the motion carried unanimously.

       

      Personnel Report

      Roy Yates moved for adoption of the attached Personnel Report (E:135/07). Kristie Dutton seconded the motion and the motion carried unanimously.

       

      B OARD A CTION AND/OR B OARD D ISCUSSION

      Executive Session—Discussion of Possible Continuing Litigation

      At 7:50 a.m., President Madsen recessed the special meeting into executive session for discussion of possible continuing litigation. Prior to going into executive session, it was announced the executive session would be of approximately 25 minutes’ duration.

       

      President Madsen reconvened the special meeting at 8:15 a.m.

      Adoption of Resolution 873: Authorizing the Superintendent to Join the School Districts’ Alliance to Pursue an Appeal of the Court’s Opinion Dated March 1, 2007 and any Judgment Issuing as a Result Thereof, in School Districts’ Alliance for Adequate Funding of Special Education et al v. State of Washington et al No. 04-2-02000-7 (Thurston County Superior Court)

      Kristie Dutton moved for adoption of Resolution 873: Authorizing the Superintendent to Join the School Districts’ Alliance to Pursue an Appeal of the Court’s Opinion Dated March 1, 2007 and any Judgment Issuing as a Result Thereof, in School Districts’ Alliance for Adequate Funding of Special Education et al v. State of Washington et al No. 04-2-02000-7 (Thurston County Superior Court) (Res. 11/07). Sue Cooper seconded the motion and the motion carried unanimously.

       

      B OARD C OMMENTS

      President Madsen noted that WSSDA chose to dissociate itself from the special education coalition. Dr. Whitehead reported that WASA took a similar action.

       

      Board member Yates said that President Madsen and Dr. Whitehead did a masterful job during the Everett Public Schools Foundation breakfast. Board member Cooper said Ms. Madsen’s “ask” resulted in enrollments and renewals for the Emma Yule Society.

       

      President Madsen adjourned the special meeting at 8:20 a.m.
