The Board of Directors of Everett Public Schools, Snohomish County, Washington, held a regular Board meeting on Tuesday, May 29, 2007, beginning at 4:30 p.m., in the Board Room of the Educational Service Center, 4730 Colby Avenue, Everett, Washington. Those in attendance were Sue Cooper, Kristie Dutton, Karen Madsen, Ed Petersen and Roy Yates. In the absence of Superintendent Carol Whitehead, who was feeling unwell, Associate Superintendent for Instruction Karst Brandsma served as Secretary ProTem. |

ADOPTION OF AGENDA President Madsen called for any recommended changes to the agenda. Associate Superintendent Brandsma indicated that there would be a revised Personnel Report. SUPERINTENDENT’S COMMENTS Mr. Brandsma called on Executive Director for Area One Jim McNally who introduced Shannon Arnim as the new principal of Garfield Elementary School. Shannon comes to Everett from North City Elementary School in the Shoreline School District where she has been a principal for the last three years. North City’s demographics and programs are almost a mirror of Garfield. Before that, Shannon was an assistant principal at Ford Middle School in the Franklin-Pierce School District; an EBD teacher for three years in Franklin-Pierce; and a 5th grade teacher. Shannon commented, saying she visited Garfield last Friday. She is looking forward to this assignment and is pleased to be a part of Everett Public Schools
Next, Executive Director for Area Two Lynn Evans introduced Cascade High School’s new assistant principal Larry Fleckenstein. His background is in biology and the sciences. He comes from Skyview High School in the Vancouver School District where he was the director of their science/math magnet. Larry also taught for seven years in Vancouver. Larry said Everett’s is a wonderful team and he appreciates the opportunity to join it.
President Madsen welcomed Ms. Arnim and Mr. Fleckenstein.
Mr. Brandsma displayed the front page of The Herald from Sunday, May 27, announcing Everett High School as the State champions in track and field and the combined track and field. He called on the District’s Athletic Director Robert Polk who said both the Everett and Jackson High School girls’ softball teams qualified for the state tourney. In golf, the Everett High Schools girls’ (placed 10th) and boys’ (8th ) teams went to State. In tennis, the Everett High School girls’ team did well in doubles. Cascade High School’s soccer team placed third in the tournament in Lakewood. There were several CHS rooter buses making the trip to Lakewood. In closing, Robert said he is most proud of the fact that when one talks to the coaches and athletes, it is clear they understand where winning falls in the spectrum of life.
Next, Mr. Brandsma showed an overhead photograph of the three Superintendent’s Scholars for 2006-2007. They are Cindy Tian (EHS); Kate Shepherd (CHS) (daughter of President Madsen); and Luke McKinley (JHS). These students, their families, teachers and principals are to be commended. |

RECOGNITION OF RETIREES Communications Coordinator Lauren Hadley reported that one retiree was on hand tonight: 1) Dawn Lawrence —Cascade High School—has taught at CHS for 31 years. Principal Jim Dean spoke about Dawn’s career which has also included teaching assignments in Shoreline School District and Beirut. She has been the head and assistant track coach for CHS as well as its elections coordinator. Jim appreciates Dawn’s candid, caring approach. She challenges and pushes students, and is fair and clear about expectations. She has a green thumb and does many of the plantings in the District and the community. Dawn’s future includes taking a teaching position at Archbishop Murphy High School. Dawn expressed her appreciation for the superb teachers, administrators and students with whom she has had the opportunity to work. She introduced her husband, Paul, and sister, Gay Kirkpatrick, both of whom are District retirees.

ITEMS FOR INFORMATION A selection committee, comprised of students, parents, teachers and administrators, reviewed the applications for the Everett Public Schools’ Teacher of the Year (E:167/07). This year’s 2007-2008 Teacher of the Year is Cynthia McIntyre, who serves as a science teacher at Everett High School. Executive Director for Area One Jim McNally introduced Cindy and her principal, Everett High School’s Catherine Matthews. Catherine said that Cindy is a teacher leader who is an inspiration to students, staff and administrators. She was instrumental in raising the science standards at high school, implementing inquiry-based science and changing instructional strategies to improve student learning. She has been a department chair, a member of the NACL team and a member of the curriculum adoption team. Earlier in the year, she was named the Washington State Science Teacher of the Year. She takes great joy in the moments of discovery that her students experience. She asks much of her students and herself. S he works hard seeking grants and extra equipment to support special programs such as the annual Jetty Island trip (which she originated). She has cultivated many positive community connections. She gives students the gifts of persistence, critical thinking and self-confidence. Cindy spoke of her surprise at receiving this special honor. The support she receives from the Everett community and the building and District administrators help so much to make it possible to do what she does for her students. ACTION ITEMS Kristie Dutton moved for approval of the revised Consent Agenda. CONSENT AGENDA | |
The Administration recommended the Board of Directors award the bid for the
Hawthorne Elementary School seismic upgrades to Corstone Contractors, LLC, for
the base bid of $751,834, plus Alternate A-1, for a total award amount of
$806,557, plus Washington State sales tax (E:174/07). On May 14, 2007, five
bids were received for the project, with base bids ranging from $751,834 to
$879,000. A summary of the bids and a letter from Klappenbach Architects
recommending the award of bid were included. The project is funded by the 2006
bond issue. The Board authorized a call for bids on March 13, 2007, with an
estimated construction cost of $795,000.
Construction Director Hal Beumel commented briefly and a short discussion followed. With that, Sue Cooper moved to award the aforementioned base bid and Alternate A-1 for the Hawthorne Elementary School seismic upgrades to Corstone Contractors, LLC. Everett High School Civic Auditorium upgrades to RAZZ Construction, Inc., for
the base bid in the amount of $769,000, plus Washington State sales tax
(E:175/07). On May 17, 2007, four bids were received for the project, with
base bids ranging from $769,000 to $837,000. A summary of the bids and a
letter from CNJA Architects recommending the award of bid were included. The
Board authorized a call for bids on April 24, 2007, with an estimated
construction cost of $549,000.

The Administration recommended the Board of Directors award the bid for the
Garfield Elementary School Modernization to Spee West Construction Company for
the base bid in the amount of $10,298,000, plus Washington State sales tax
(E:176/07). On May 15, 2007, three bids were received for the project, with
base bids ranging from $10,298,000 to $11,852,000. A summary of the bids and a
letter from Dykeman Architects recommending the award of bid were included.
This project is funded by the 2006 bond issue. The Board authorized a call for
bids on March 27, 2007, with an estimated construction cost of $9,575,000.
Construction Director Hal Beumel commented briefly and a short discussion followed. With that, Roy Yates moved to award the aforementioned bid for the Garfield Elementary School Modernization to Spee West Construction Company. Sue Cooper seconded the motion and the motion carried unanimously.

BOARD ACTION AND/OR BOARD DISCUSSION At 5:20 p.m., President Madsen recessed the regular meeting into closed session for discussion of collective bargaining proposals. Prior to moving into closed session, it was announced the closed session would be of approximately 30 minutes’ duration.
President Madsen re-convened the regular meeting at 6:50 p.m. and adjourned immediately. |
