Colleagues, in 2017 our state legislature voted to start in 2020 a statewide healthcare program, and labeled the state agency responsible for it the School Employees Benefit Board (SEBB). Since that time, our own Everett School Employees Benefit Trust (Trust) has been spending down its reserves in order to dissolve the Trust at the end of 2019. Part of the spend down resulted in a 9 percent reduction in employee premium costs this year. |
Enrollment variances have been more costly than anticipated in the spend-down plan. When combined with the 9 percent reduction in our employee-paid rates, this is causing the Trust’s cash flow to become negative beginning in September 2019. Therefore, the district will need to provide additional financial support to the Trust starting in September. This additional financial support is estimated to total $200,000 by the end of December. Given this expected funding shortfall, the board of directors of the Trust, which comprises five district staff and one Uniserv official, last week notified the district it voted to cease funding the existing Wellness Program as of June 30, 2019. |
Under the Trust, the Wellness Program supported only employee health and wellness. After reviewing with our superintendent’s cabinet (and several other folks, including student leaders) our organizational needs, the cabinet and I determined we need a wellness position that will address the wellness of both staff and students. To address the broader base of needs, a new position has been designed, is entitled “Multi-tiered Support and Wellness Director,” and will be posted shortly for application by interested parties. |
