The Board of Directors of Everett Public Schools, Snohomish County, Washington, held a regular Board meeting on Tuesday, October 23, 2007, beginning at 4:30 p.m., in the Board Room of the Educational Service Center, 4730 Colby Avenue, Everett, Washington. Those in attendance were: Kristie Dutton, Karen Madsen and Ed Petersen and Roy Yates. Absent: Sue Cooper.

ADOPTION OF AGENDA
President Madsen called for any recommended changes to the agenda. Superintendent Carol Whitehead reported that there would be a revised personnel report. SUPERINTENDENT’S COMMENTS
Dr. Whitehead welcomed Dr. Joyce Stewart, principal of Evergreen Middle School. Hers was one of 86 schools out of 2,500 recognized as a School of Distinction by OSPI for Evergreen's dramatic improvements in reading and mathematics. We are very proud. Dr. Stewart expressed her appreciation and said the award is all about staff, parents and people in this room who came together to help students achieve. Dr. Whitehead called on Deputy Superintendent Karst Brandsma who shared photos and information about the highly-successful What About Tomorrow? College and Career Fair held on October 16 (E:37/08). District staff members are hopeful it will be possible to hold another fair next year. Four districts (Arlington, Edmonds, Lake Stevens and Mukilteo) partnered with Everett to produce the fair; Marysville is already expressing an interest in partnering as well. Executive Director for Curriculum Development and Implementation Terry Edwards said it was exciting to see the diversity of occupations and educational institutions that were represented at this year’s fair. | SUPT’S COMMENTS

Dr. Whitehead noted that the Cascade High School Band and Color Guard is hosting the Puget Sound Festival of the Bands marching competition this Saturday at Everett Memorial Stadium. In addition, the CHS band will be the sole focus of an extensive article in Seattle Magazine that will be published next year.
In closing, Dr. Whitehead offered a reminder about inclement weather procedures. District departments begin early in the evening and work throughout the night observing weather conditions. Administrators in many of the departments exchange updates with one another commencing at about 3 a.m. The emergency notification program is used to contact media sources in time to alert high school students, in particular, because they leave their homes early in the morning. ConnectED is also a useful means by which to make contacts. | ||

President Madsen reported that the Board and Superintendent discussed making a change in the public comment process. As a result, a new paragraph has been added to the directions that are read at the beginning of Public Comment period (E:38/08). RECOGNITION OF RETIREES
Director of Communications Mary Waggoner introduced retiree Carol McDonald, Coordinator of Food & Nutrition Services. Debbie Webber, the Supervisor of Food & Nutrition Services, said that Carol joined the District in 1985 as a substitute. She worked at North Middle School and became the cafeteria manager when Cedar Wood Elementary opened. In 2000, she joined the Food & Nutrition Services administrative staff as one of its two coordinators. Carol counts among her many accomplishments having done food preparation for Camp Silverton. Carol is very organized, has an amazing memory, and is devoted to her family and friends. She is also a gardener, craftsperson and home improvement guru. She will be greatly missed. Carol said she has been honored to be on a superb team and said her success has not been achieved on her own. She introduced her husband and thanked her many colleagues who were in attendance at tonight’s meeting. Future plans include a move to Arizona. President Madsen congratulated Carol, thanked her for her many contributions to the District and presented her with a crystal memento apple. | RECOGNITION OF RETIREES | |
ITEMS FOR INFORMATION
The attached proposed new Policy 5131—Hiring of Retired School Employees, was provided to the Board of Directors for first reading with adoption to be requested at a future Board meeting (E:39/08). Executive Director of Human Resources Molly Ringo said this new policy reflects changes in the regulations. When asked how many individuals are hired in this fashion each year, Molly said a total of between two and five, both classified and certificated. |

The Administration provided a report on the District’s Food & Nutrition Services program. Debbie Webber followed a PowerPoint presentation and shared statistics about the volume of food produced and served each day, free and reduced meal applications, the concept of standardized recipes, nutrient analysis, coordination of allergy information with the Health Room staff, purchasing processes, point-of-sale system, kitchen equipment, and sanitation and safety (E:40/08). Associate Superintendent for Finance & Operations Bob Collard said the dedication of the professionals and staff of this department is marvelous. Dr. Whitehead spoke to the excellent cost effectiveness and efficiency of the department. Many districts must supplement their food services program; in Everett, the department is able to save money while providing quality, nutritious food for students. Excess funds generated by the department go back into the program to help make it even more efficient and cost effective. They do an outstanding job. Board member Dutton said she appreciates the assistance she receives in her role as the Executive Director of the Everett Public Schools Foundation when she needs food for events. President Madsen thanked Debbie for the marvelous work her department does for students.

The Administration provided a report on categorical funding. Speaking from a PowerPoint presentation, Terry Edwards talked about grants and how they are a substantial supplement to the basic education program (E:41/08). This year’s grants, of which there are 36 in Everett, equal slightly more than $21 million. He talked about grant sources, uses, purposes, rules and restrictions. Grants have annual accountability measures. One person usually writes several grants. The ESDs help the smaller districts write grants. He talked about the checks and balances of submitting grants. Board member Petersen sought clarification about entitlement vs. competitive grants. Dr. Whitehead commended Terry’s expertise in understanding the complexities of grants.

The Administration recommended the Board of Directors approve the cooperative/ combined dive program with Cascade, Everett & Jackson High Schools and Mukilteo School District’s Kamiak High School for the 2007-2008 boys’ winter season (E:49/08). Everett Public Schools’ high schools currently use the Forest Park pool for their dive team practices; however, that pool will be closed from November 22, 2007 to January 1, 2008, eliminating the District’s practice facility. Approval for the District’s high schools to combine with Kamiak High School for this upcoming 2007-2008 dive season would allow District high schools to continue to practice and compete within the interscholastic activities, as governed by the Washington Interscholastic Activities Association (WIAA). Karst Brandsma noted that the girls do their diving in the fall.
