            The attached proposed new Policy 3310—Victims of Criminal Offenses, is presented to   the Board of Directors for first reading, with approval to be recommended at a future   meeting (ATTACHMENT). The new policy relates to school choice options for student  victims of violent crime. 

           
          c.   Proposed New Policy 7265—District Fundraising (relating to District fundraising for the   General Fund and for particular District programs)

            The attached proposed new Policy 7265—District Fundraising, is presented to the Board   of Directors for first reading, with approval to be recommended at a future meeting   (ATTACHMENT). The new policy relates to District fundraising for the General Fund  and for particular District programs.

          1. Resolution 780: Purchase of Real Property for Improvements to Silver Lake Elementary School Campus
          The Administration recommends the Board of Directors adopt Resolution 780: Purchase of Real Property for Improvements to Silver Lake Elementary School Campus (ATTACHMENT). This action will allow the District to proceed with acquisition of a residential lot immediately south of Silver Lake Elementary School for use as a new vehicular and pedestrian access from 129th Place S.E. The purchase price is $210,000. This agreement also avoids the need to proceed with acquiring the property through eminent domain as authorized in Resolution 774, approved by the Board at its August 26, 2003, Board meeting.

          1. Resolution 781: Purchase of Real Property for a Student Transportation Facility
          The Administration recommends the Board of Directors adopt Resolution 781: Purchase of Real Property for a Student Transportation Facility (ATTACHMENT). This action will allow the District to proceed with acquisition of a site of approximately 5.25 acres in an M-M (Business Park) zone for use as a central bus facility. The property is located at 1220 & 1304 – 80th Street S.W., Everett, and currently contains building and site areas used for office, warehouse and fabrication purposes that would be converted to a bus maintenance and operations facility. The purchase price is $2,412,500, and is contingent upon a feasibility study, zoning code revisions, market value appraisal and various other studies.
           
            d.   Resolution 784: Authorizing the Superintendent and/or Associate Superintendent of       Finance and Operations to Submit a Request for Eligibility for the Washington State      School District Credit Enhancement Program     The Administration recommends the Board adopt Resolution 784: Authorizing the       Superintendent and/or Associate Superintendent of Finance and Operations to submit a       request for eligibility for the Washington State School District Credit Enhance Program       (ATTACHMENT). If eligible, the District can potentially realize substantial savings by       using the state’s credit rating when selling general obligation bonds.
           
           
            e.   Approval of the Educational Specifications for Eisenhower Middle School Modernization     The Administration recommends the Board of Directors approve the educational         specifications for the Eisenhower Middle School modernization (ATTACHMENT).       These educational specifications were prepared by Mahlum Architects and District staff.       A committee was formed, composed of Eisenhower Middle School staff and other District     staff, to assist in the creation of these educational specifications. This document will be       used by project architect Hutteball & Oremus Architects in designing the Eisenhower       Middle School modernization project. Approval of the educational specifications is part       of the process to establish eligibility for state matching funds.
           
           
            f.   Resolution 785: For the Purpose of Adopting Legislative Priorities for the 2004        Legislative Session     The Administration recommends the Board of Directors adopt Resolution 785: For the       Purpose of Adopting Legislative Priorities for the 2004 Legislative Session        (ATTACHMENT).
