The Board of Directors of Everett Public Schools, Snohomish County, Washington, held a regular Board meeting on Tuesday, September 25, 2007, beginning at 4:30 p.m., in the Board Room of the Educational Service Center, 4730 Colby Avenue, Everett, Washington. Those in attendance were Sue Cooper, Kristie Dutton, Karen Madsen and Ed Petersen. Absent: Roy Yates.

ADOPTION OF AGENDA
President Madsen called for any recommended changes to the agenda. Superintendent Carol Whitehead reported that there would be a revised personnel report. SUPERINTENDENT’S COMMENTS
Dr. Whitehead reported that in the “Local” section of today’s edition of The Herald, it was reported that six students from Snohomish County are among the 63 recipients of 2007-2008 University of Washington Academic Excellence Awards. One of the six, Alexander Olson, is a graduate of Everett High School. Each scholarship is worth a total of $2,500 per year for four years. Winners are chosen from among all Washington resident freshmen admitted to the University of Washington for the 2007 autumn quarter. Among the factors considered in making the selections were financial need, high school academic achievement, leadership potential and civic involvement. Sites in Everett Public Schools will be among the fortunate recipients of volunteer services, such as groundskeeping, during the United Way Days of Caring, to be held September 28 and 29. U.S. Bank will be at Gateway Middle School; Comcast Arena at the Everett Events Center will be at Whittier; Boeing’s Engineering Everett Site Training & Compliance and the accounting firm of Hascal Sjoholm & Company will be at Evergreen Middle School; and Providence Medical Center will be at Hawthorne Elementary School. In addition, a team from Rodland Toyota will deliver books to all kindergartners at Hawthorne. These efforts are greatly appreciated. Dr. Whitehead read from a letter she received from Seattle-Northwest Securities Corporation thanking Board President Madsen for presenting at their recent election conference (E:20/08). The District received word on Friday that State Supreme Court Judge Lasnik granted summary judgment to the District and Dr. Whitehead on the Nurre case (aka “Ave Maria”). Declaratory relief was determined as moot because the student had graduated. Neither the District nor Dr. Whitehead violated Ms. Nurre’s free speech rights, the First Amendment’s Establishment Clause or the 14th Amendment’s Equal Protection Clause. Ms. Nurre was not deprived of a constitutional right. In summary, Dr. Whitehead and the District were cleared of any wrongdoing. |

RECOGNITION OF RETIREES
Director of Communications Mary Waggoner introduced tonight’s retiree, Judy Nicholson, who is a Construction Manager in the Facilities and Planning Department. Her supervisor, Director of Facilities and Planning Mike Gunn, commented, saying that Judy’s hiring was one of the best employment decisions with which he has ever been involved. She began working in the District in 1991, following many years in the private sector. She is a licensed architect. She has worked on many projects in the District, the most recent being Forest View Elementary. Her skills kept everyone on track to open the new school at the beginning of the school year. She is tenacious, talented, detail oriented, assertive, straightforward, friendly and honest. She takes personal ownership of a construction project. horses, chickens, and growing trees and plants.
Judy introduced her husband, Larry, who retired eight years ago. She has enjoyed working in the Facilities and Planning department. So many amazing, beautiful projects are accomplished and she is proud to have been a part of them. The sense of teamwork has been superb. She is glad to be able to say she worked in Everett Public Schools. She is looking forward to settling in at her 34-acre ranch in Deer Park. Eventually, she may get back into construction. President Madsen congratulated Judy, thanked her for her many years of service to the District and presented her with a crystal memento apple. | ||
ITEMS FOR INFORMATION
The Administration provided a report on the summer technology projects. Director of Information Systems and Technology Ken Toyn followed a PowerPoint presentation (E:21/08). He described the focus of the department, which is to provide curriculum support, capital projects support, and systems upgrades and maintenance. He outlined the numerous summer technology projects, just a sampling of which included installing and configuring new computers in a drop-in computer lab in all schools; replacing the circulation and librarian workstation in each school library; performing the summer school technology deployment and support; configuring and deploying Computers On Wheels (COW) carts for Cognitive Tutor classrooms; equipping Forest View Elementary School; providing support for the Silver Lake and Garfield Elementary construction projects; offering 20 summer technology workshops to over 800 participants; performing the District telephone system software upgrade in all buildings; install upgrades in all schools to the Foods Services point-of-service software; and performing updates and upgrades to Pentamation, Cognos and IMS systems. Much of this work was made possible as the result of bond and levy funds, and a great deal of teamwork! |

Board member Cooper commended the staff and said it is wonderful to know that the District is on the cutting edge of technology. President Madsen said this is an impressive body of work that is much appreciated.

BOARD COMMENTS
Board member Cooper said she and President Madsen recently attended the WSSDA Legislative Assembly in Yakima. It was very interesting and offered a great deal information from a variety of perspectives. The proposal from Everett regarding salary equity, passed, so WSSDA will lobby for that. WSSDA will oppose any legislation that would eliminate the ability of school staff to review, supervise, direct or edit school-sponsored newspapers. WSSDA will promote efforts to have the state increase its school construction funds to cover additional costs of meeting mandatory standards for green buildings and to provide incentives for sustainable design and lower long-term resource costs. President Madsen said it was interesting to hear the different points of view and needs from the various districts. Ms. Cooper reported that Ms. Madsen is a candidate for a vice president of WSSDA. The election will be in November. Board member Petersen said he appreciated the efforts to arrange the upcoming Board tour of Hawthorne Elementary, the new Everett Public Schools Foundation space and the Science Center. |
