INITIATIVES 173 AND 177
WHEREAS, Initiatives 173 (vouchers, sponsored by Ron Taber) and 177 (independent schools,
sponsored by Jim and Fawn Spady) are on the November 1996 ballot; and
WHEREAS, both measures would, ifpassed and implemented, seriously undermine the ability of
public schools in the state of Washington to offer adequate, effective, and equitable education to all
populations they serve; and
WHEREAS, both measures would provide substantial state funding to private schools without
requiring such schools to meet the standards imposed upon public schools and their employees;
