WHEREAS, the Board on April 8, 1991 authorized the District to seek
bids on the Vocational Education Addition at Everett High School and the
Classroom Modernization at Cascade High School; and
WHEREAS, only two bidders submitted timely bids on the Everett and
Cascade High School Project, the lowest bidder being Western Ventures; and
WHEREAS, Western Ventures provided a bidder's qualification
statement and statement of intent to pay prevailing wages to the District's
architect, GTde Architects, shortly after the bid opening; and
WHEREAS, the District's architect has worked with Western Ventures in
